The premier is confident that practicing and perfecting the administration at county levels will make it easy to adopt the federal government as it will be a transfer of demonstrated good performance.

“Proper and open leadership is what people want and once good performance is exhibited at the county levels, we are practicing what will be doing after achieving the federal system of governance,” he said

According to the Buganda Minister for Local Governments, Joseph Kawuki, performance is based on budget and accountability, the relationship between departments and county chiefs, mobilisation and punctual response towards allocated work at Mengo.

This is the third time that Kyaggwe has performed the best since the arrangement of selecting and recognising the best performing county started in 2014. Kyadondo and Mawokota have won twise, while Busiro has won once.

Along with the shield, Kyaggwe received a certificate signed by the Kabaka and Shs5 million. The second and third performers also receive cash. The first three Sub-County (Gombolola) receive Shs500,000 and Shs1.5 million in cash.

The Kyaggwe County leader, locally known as Ssekiboobo, attributes their performance to the combined effort and love of the pople towards their country and Kingdom.
