NGOs ask URBRA to intervene in NSSF impasse

The Non-government organisation (NGO) forum has asked the Uganda Retirements Benefits Regulatory Authority (URBRA) to intervene and ensure the savers’ interest at National Social Security Fund (NSSF) is protected.

This comes at the backdrop of the Speaker of Parliament, Anita Among, ’s move to name a five-member select committee to further probe the operation and leadership status of NSSF following claims making rounds on social media that the entity could be compromised by self-seeking individuals.

Addressing journalists at their offices in Kababagala, the chairperson of the NGO forum, Margret Sekagya, expressed concern that most savers are worried that their money might not be safe.

The acting Managing Director of NSSF, Patrick Ayota, along with the gender minister, Betty Amongi, have since reiterated that NSSF savings and investments are safe.

It should be noted that last year, Amongi asked former NSSF Managing Director Richard Byarugaba to leave office on the basis that he has attained the retirement age.

In a July 22 letter, Amongi who is the co-political overseer of the Fund alongside her Ministry of Finance counterpart Matia Kasaija, noted that under the Public Service Standing Order and NSSF Human Resource Policy, Byarugaba, like his deputy Patrick Ayota did, should have automatically retired on clocking 60 years.

During a meeting with Amongi and the NSSF board members on December 22 2022 at State House, President Museveni ordered investigations into alleged abuse of the Fund by Byarugaba.

The meeting was over the renewal of Byarugaba’s five ear contract, which expired on 30 November.
