The lawyer made this request on January, 24, 2022, in a letter where Mabirizi wrote to the ministry of works and transport Permanent Secretary asking for this legal document.
Lawyer Mabirizi demands for Museveni’s driver’s licence
Male Mabirizi, a lawyer always ready to fish in troubled waters, has written to the Ministry of Works and Transport asking them to avail him with a copy of President Museveni’s driving permit.

A driving permit is essentially a legal authorization or an official document confirming the authorization for a specific individual (in this case, the president) to operate one or more types of motorized vehicles.
“I address you in my capacity as a civically active Ugandan with a citizenry duty under Article(1)(d) of the Constitution to protect and preserve public property and with an inherent fundamental human right under Article 41 of the Uganda 1995 Constitution and section 5 of the Access to Information Act 2005 to access information in possession of public officers,” Mabirizi wrote.
Museveni, the lawyer said, has often appeared in public driving government vehicles. However, the lawyer adds, due to the president’s advanced age he is “disqualified from obtaining a driving licence” because of his supposed visual impairment as a result of old age. The president is 77 years old.
Mabirizi says that in the event of Museveni having a valid driver’s licence, he has committed a crime under section 58 (1) of the Traffic and Road Safety Act which stipulates that a person disqualified from getting a driving permit and is found in possession of one commits an offence under the law.
“If he has no licence, then he committed an offence contrary to section 35(1) of the Traffic and Road Safety Act which states that a person shall not drive any class of motor vehicle unless he or she is in possession of a copy of valid driving licence in respect of that vehicle punishable by six months imprisonment,” Mabirizi says.
He adds that he plans to take legal action against Museveni for driving government vehicles illegally. Mabirizi added that he’s ready to go even further than having Museveni prosecuted if he is not furnished with the president’s driving permit.
“I need to remind you that the law gives you a maximum of 21 days to respond, failure of which may lead to separate criminal prosecution against yourself for concealing a record,” Mabirizi warned the Ministry of Works Permanent Secretary.
Mabirizi recently took Robert Kyagulanyi, better known as Bobi Wine, to court claiming that he, Bobi Wine, graduated from Makerere university over 20 years ago with a Diploma in Music, Dance and Drama (MDD). However, he said, Kyagulanyi was not eligible for admission to the university.
Mabirizi alleges that Kyagulanyi, 20 years old at the time, was on October 21, 2000, registered as a student of MDD on a mature age entry scheme contrary to the Makerere University Prospectus of 1999/2000-2000/2001.
The university prospectus stated that a candidate’s eligibility for admission into the mature age entry program, at the time, depended on the said candidate being at least be 25 years old or at least having completed formal education at least five years before the year of admission to the university.
