Don't bring politics in the Kampala parish development model initiative - Minister warns

The Minister for Kampala, Minsa Kabanda, has no polite words for politicians and other citizens who intend to use the Parish Development Model (PDM) for political objectives.

Hon. Kabanda has asked Ugandans to embrace government programmes that are intended to improve their welfare instead of being blinded by political rhetoric which sabotages socio-economic progress.

Government will not tolerate anyone who intends to frustrate this program. This is our baby. We are going to do everything to ensure it is a success,” she said.

She made these scathing remarks during the stakeholder's engagement meeting to assess the preparation for implementation of the PDM. This programme is aimed at accelerating welfare of 39% of subsistence households at the parish level.

Kampala district currently has 99 parishes and each parish will be allocated 117 million shillings in this financial year 2022/2023.

A ministerial tour of the five divisions of Kampala was conducted between June 28 and 30, 2022 to assess the readiness of the parishes to adopt the new model. The tour was a success according to KCCA executive director Dorothy Kisaka.

The minister also reprimanded those who actively contribute to the negative attitudes Ugandans have adopted towards government initiatives. She said that defeatist attitudes will not solve anything.

Let us not shun government programmes and let’s stop looking at them as programmes that don’t work. We should work together to ensure the identified gaps are solved,” she added.

She also advised those who feel left out of the programme to look out for opportunities in other government projects.

As the PDM is gearing up to take effect, Kampala city leaders have been tasked with sensitising the public and aligning all programmes to see that all strategies by KCCA begin at the parish.

Continue this method of sensitising the public on radios, TVs and other avenues,” Hon. Kabanda mentioned.

The 99 parishes have each received an Assistant Ward Administrator to facilitate the transition of the PDM in Kampala.
