According to a letter issued by the ministry on 22 November, Ramathan Ggoobi, the finance ministry permanent secretary, said the Development Committee had met on 8 November and considered and approved the Sub-Committee recommendations on projects in the public investment plan for financial year 2022/23.

The Ministry of Finance has extended 27 Government projects that have been running for as long as five years.

The letter also indicates that about 37 government projects were considered but only 27 were given an extension for the next financial year.
“Consequently, the meeting approved the extension of 27 out of the 37 that appealed, exit of five projects, reinstatement of two projects that had previously been transferred to the recurrent budget and further upheld the downgrade of two projects until the implementing agencies fulfill readiness conditions such as procurement and prioritse allocation of counterpart funding,” the letter read in part.
“By copy of this letter, all Central Government Accounting Officers are hereby informed of the Development Committee decisions on appeals for your use as your finalise budget framework paper for financial year 2022/23,” it further read.
The projects were assessed based on the parameters such as existence of external funding evidenced by signed finance agreements, the project having outstanding contractual obligations supported by signed contracts, if the project was delayed by COVID-19, if the projects requires time to cover defect liability and if the project has benefited from the extension previously.
Some of the affected projects include: Protection of Lake Victoria Kampala Sanitation project and 100% Service Acceleration Project both under Ministry of Water and Transport. Nyagak III HPP project and Rural Electrification Project both under Ministry of Energy and Mineral Development among others.
