Why Nalukoola took oath in Speaker’s Chamber 

He took his oath at 12:30 pm inside the speaker’s chambers, a departure from the established norm where MPs are sworn in during the plenary session.

Speaker of Parliament Anita Annet Among, on Wednesday afternoon, swore in Hon Erias Luyimbazi Nalukoola as the newly elected Kawempe North MP.

Nalukoola replaces the late Muhammad Ssegirinya, who passed away in January this year.

He took his oath at 12:30 pm inside the speaker’s chambers, a departure from the established norm where MPs are sworn in during the plenary session.

Speaker Among explained that Nalukoola was sworn in her chambers because the house was recently suspended sine-die (indefinitely) to allow committees to handle ministerial policy statements.

The function being held in her office, she said, was legal and not unprecedented.

“We would not want to deprive the good people of Kawempe representation because the house is in recess,” she explained.

“It is also not the first time that this has been done. There is a precedence. On 5th October 2017 and 22nd June 2018, Hon. Robert  Kasule and Hon. Faith Alupo were sworn in in the chambers, respectively.

Following his inauguration, Among instructed the Parliament Clerk to ensure that Nalukoola received all his benefits as an MP, including a car.

On his part, Nalukoola thanked the speaker for expediting his swearing in.

He, however, asked her to allow him an opportunity to address the house once plenary resumes, to paint a picture of the current status and prevailing situation of Kawempe North.

Nalukoola was flanked at the swearing in by his wife and family members as well as colleagues from the opposition NUP led by Leader of Opposition Joel Ssenyonyi.
