Concern as parliament ‘delays’ swearing-in of NUP’s Nalukoola, Speaker explains 

A week after the NUP candidate was declared winner in the hotly contested and violence-ladled election, Hon Nalukoola has yet to be sworn in to commence his legislative duties.

A section of members of parliament has aired concerns about the delay by the Parliament to swear in the newly elected MP for Kawempe North, Hon Luyimbazi Nalukoola 

A week after the NUP candidate was declared winner in the hotly contested and violence-ladled election, Hon Nalukoola has yet to be sworn in to commence his legislative duties.

MPs raised questions on Thursday as to what caused this delay. 

They also noted that in past by-elections, new MPs have been sworn in as quickly as 24 hours after the election.

A different story 

Hon Ibrahim Ssemujju Nganda, the MP for Kira Municipality tasked the House Speaker Anita Annet Among to explain the delay.

“After a byelection, Hon Michael Mawanda (MP Igara East) was declared winner and the following day, he was sworn in,” Ssemujju noted.

“As the head of this institution, can you let us know when Hon Nalukoola will be sworn in?

Speaker Among in response, said she was being held back by the Electoral Commission, which has not yet gazetted Nalukoola as the winner.

“When a member wins, I wait for a gazette when I get it that is when a member is sworn in. I am waiting for a gazette. I need to hear from the electoral commission first,” she said.

EC drags its feet

The Leader of Opposion in Parliament Hon Joel Ssenyonyi weighed in on the matter, revealing that the EC has been dragging its feet on the gazetting process with no proper explanation.

“We are dismayed that the EC has not gazetted Hon Nalukoola. We did follow up and they told us that they were still sorting out internal issues, which is irregular because there is nothing to be followed up,” she said.

Pulse Uganda has yet to receive a comment from the Electoral Commission spokesperson, Mr Julius Mucunguzi.
