The Ministry of Works and Transport (MoWT) is set to launch a cutting-edge system aimed at enhancing road safety and compliance with traffic laws.
The new Electronic Payment System (EPS Auto), developed in collaboration with the Intelligent Transport Monitoring System (ITMS), will automatically detect traffic violations such as speeding and running red lights.
Upon detection, the system will promptly issue fines directly to offenders' mobile phones, eliminating the need for physical traffic stops.
Allan Ssempeebwa, the MoWT spokesperson, announced that awareness sessions have commenced, starting with the boda boda community, to educate road users about the system's functionalities and benefits.
The initiative aims to reduce road accidents, promote responsible driving, and ultimately save lives.

Current Traffic Offences and Penalties
In 2024, Uganda Police issued over 426,000 traffic tickets, collecting approximately UGX 41 billion in fines.
Common offences included driving without a valid permit, operating vehicles in dangerous mechanical conditions, and failing to wear seatbelts.
Fines for these violations typically ranged from UGX 100,000 to 200,000, with more severe infractions incurring higher penalties .

The introduction of EPS Auto is expected to streamline traffic enforcement and reduce human interaction, thereby minimizing opportunities for corruption.
By automating the penalty process, the system aims to enhance compliance with traffic regulations and improve overall road safety.
