He was speaking at the ongoing consultative workshop of opposition Members of Parliament on constitutional and electoral reforms taking place in Munyonyo.
Besigye claimed that the state has been taken over by President Museveni, who he said has solidified his position through the force of the gun, and that Ugandans have been fighting for freedom for the past 60 years.
Besigye said that the only reform required in Uganda is figuring out how to put a stop to issues like political militarism, commercialisation, and impunity.
The three-day opposition consultative workshop taking place at Speke Resort Munyonyo in Kampala started on Wednesday, May 31 2023.
The retreat has in the last days centred on addressing constitutional and electoral reforms in advance of the 2026 general elections, according to Joyce Bagala, the shadow minister for information and the woman Member of Parliament (MP) for Mityana district.
Political party leaders such as Robert Kyagulanyi of the National Unity Platform, Patrick Amuriat of the Forum for Democratic Change, and Nobert Mao of the Democratic Party, among others have attended the workshop.
