A 20-year-old man has been arrested after a TikTok video circulated online in which he allegedly issued threats against President Yoweri Museveni and the Chief of Defence Forces, Gen Muhoozi Kainerugaba.
The suspect, identified as Ivan Musana, recorded himself wearing a Uganda People’s Defence Forces (UPDF) raincoat while making what police described as inflammatory and inciting remarks.
In the video, Musana warned President Museveni to “pack all [his] belongings and find [his] way out”, adding that the bullets the President “brags about” could also reach him.
Musana further threatened that there would be “no mercy” for both President Museveni and his son if they were caught.
“I want to warn Museveni that you should park all your belongings and find your way out. The bullets that you are bragging about that you have…you should know that they can catch you too,” he said.
“If you are smart, you and your son, I warn you that there will be no mercy when you are caught. We are the national army and you might think that we are on your side but Bobi Wine is our president”
It is understood that the video was recorded at a local funeral and that the raincoat belonged to a friend who is a serving UPDF officer.
Police dismiss claims of military affiliation
Kampala Metropolitan Police spokesperson Racheal Kawala said preliminary investigations had established that Musana is not a member of the UPDF.
She added that the suspect falsely presented himself as a serving officer while recording the video, which was later uploaded to TikTok.
According to police, Musana was tracked down and arrested in Bukedea District before being transferred to Kawempe Police Station, where he remains in custody as investigations continue.
Ms Kawala said the case file will be forwarded to the Office of the Resident State Attorney for legal guidance. She also warned the public against the misuse of social media, especially as the country approaches the general elections scheduled for 15 January 2026.
Police reminded citizens that content involving threats, hate speech or impersonation of security personnel is punishable under the law and may lead to prosecution.
