Former Minister of Works Abraham Byandala has been cleared of all charges in Katosi scam case.
Byandala appeared in the Anti-Corruption Court on Wednesday on accusations of fleecing Uganda National Roads Authority (UNRA) and causing a financial loss of UGX24.7bn to the botched Mukono-Katosi road project.
He was facing 24 counts of abuse of office, causing financial loss, disobedience of lawful orders, theft, uttering false documents, corruption and obtaining execution of a security by false pretence.
Justice Lawrence Gidudu ruled that there was no financial loss caused since there was no evaluation of the work done.
He added that Byandala was not guilty of any offence since there was no evidence to incriminate him.
The former UNRA acting Executive Director Berunado Sebugga Kimeze was also cleared of all charges since he inherited a "confused UNRA procurement".
So who stole the money?
One of the co-accused, Apollo Ssenkeeto, has been convicted over theft of the UGX24.7b meant for the upgrade of Mukono Katosi road.
He formalised all the financial flows from UNRA and EUTAW Construction Company account using false securities.
The Anti-Corruption Court found that Ssenkeeto and his wife were the ones withdrawing the billions of shillings from the account until only UGX10m was left.
