The incident in question occurred on September 27, 2024, when Mr. Atuhairwe was reportedly found delivering gifts to a student at Bweranyangi Girls Senior Secondary School, who is a minor.
Following the incident, Mr. Atuhairwe submitted a written defence on October 10, 2024. However, this defence was dismissed by the Office of the President as unsatisfactory.
In his dismissal letter, Haji Kakande highlighted that the gaps in Mr. Atuhairwe’s explanation raised concerns and that his actions were contrary to the Public Service Standing Orders (2021) and the Code of Conduct, Ethics, and Integrity.

Damaging conduct
The allegations have been deemed serious and damaging to the reputation of the presidency. As per the Public Service Standing Orders, Mr. Atuhairwe's actions are in breach of Section F-r(b), which addresses misconduct that brings the service into disrepute. The alleged misconduct could also lead to criminal charges.
Mr. Atuhairwe has been directed to hand over his office to his deputy while investigations are underway, with a resolution expected within six months.
His suspension has drawn widespread condemnation, even from within his own circles. Moses Niwagaba, the former Deputy RDC of Kisoro, expressed his dismay, comparing the situation to a betrayal of public trust.
The case continues to attract significant public attention as the investigations proceed.
