The FPU, which is majorly made up of Uganda People’s Defense Forces (UPDF) soldiers, was deployed in 2017 to put an end to illegal fishing practices on the country’s lakes.

Alhajji Nadduli, a former Minister Without Portfolio, acknowledged that President Museveni’s original plan would have worked if it had cleaved to the economic principle of promoting the standard of living of Ugandans.

However, he claimed that FPU operations have become the exact opposite.

There are daily reports from fishermen and local leaders accusing the FPU of being embroiled in extortion, excessive force, and illegal fishing activities.

Fishermen from Nakasongola’s landing sites, especially Kasenyi landing site, have also accused the FPU of brutality and corruption, claiming that some soldiers take bribes to overlook illegal fishing activities while arresting fishermen who are not ready to pony up any baksheesh.

The fishermen themselves, Alhajji Nadduli argues, should enforce fishing regulations alongside the Ministry of Agriculture, Animal Industry and Fisheries.

He warned that if FPU’s is not corralled towards best practice or removed from where it operates, its activities could hurt the ruling National Resistance Movement (NRM)’s standing among fishing communities, who were once loyal supporters.

This would spell trouble for President Museveni in the next presidential elections.

He said this has already happened, in the 2021 presidential elections in Nakasongola district, the opposition candidate Robert Kyagulanyi Ssentamu, popularly known as Bobi Wine, scared up 33% of the votes compared to Museveni’s 65%, partly due to dissatisfaction with FPU operations.

This is a grave concern, he noted,&nbsp;even though President Museveni emerged as the overall winner of that presidential election.

Alhajji Nadduli says the government may do well to congratulate itself on the restoration of fish stocks in the lakes. However, if this self-congratulation comes with the loss of lives, injuries, and livelihoods that have gone belly up, it is meaningless.

However, the A-Level review process is beset by logistical and financial issues, so students transitioning from the revised lower secondary curriculum to Senior Five will continue under the extant A-Level curriculum.

Filbert Baguma General Secretary of the Uganda National Teachers’ Union (UNATU) advised more haste, less speed in the review process.

“Teachers only hear about the abridged curriculum in the media. We haven’t been formally informed about what will be taught. The government must handle this carefully to ensure learners are not disadvantaged,” Baguma said.

Similarly, the Uganda Professional Science Teachers’ Union says they are out of the loop on the subject of curriculum changes, yet they will be instrumental in its implementation.&nbsp;

Ministry of Education spokesperson Dennis Mugimba allayed any stakeholder concerns, explaining that the revisions are for the good of the education system.

“We have streamlined the content, making it more concise’’ Mugimba stated

He adds that seven billion Uganda shillings have been earmarked for the effective rollout of the abridged curriculum.

“Teachers will receive training on the competency-based approach, similar to what is currently used in O-Level. Students transitioning from Senior Four will continue their studies without disruption,” Mugimba revealed.

The Ministry of Education and Sports expressly aims at improving access to quality education for all Ugandan learners, areas such as school infrastructure, teacher training, and curriculum development are to be addressed accordingly.

Uganda kicked off the process of curriculum development several years ago with a prime eye on ensuring the relevance and alignment of the country’s education system with the demands of the 21st century.

The new curriculum will put a premium on holistic education, incorporating elements such as digital literacy, entrepreneurship, and vocational skills alongside traditional academic subjects.

Ministry to spend 7 billion on education reforms

Running as an independent, Mr Kyagulanyi roundly defeated the ruling National Resistance Movement (NRM) and Forum for Democratic Change (FDC) candidates.

“We want to cause political change,” Mr. Kyagulanyi said. “It’s long overdue.”

He had arrived on the political scene, brandishing a raised fist in the idiom of freedom fighters the world over.

The cult of celebrity engendered the cult of Bobi Wine and suddenly a popular singer became a much sought-after politician.

His popularity was such that even President Museveni tried to claim he himself had ghetto roots, to rob Mr. Kyagulanyi’s power base right from beneath his nose.

After all, Uganda has the world's youngest population with over 78 per cent of its population below the age of 30.

Many of these dwell in the ghettos of Uganda. With just under eight million youth aged 15-30, the country also has one of the highest youth unemployment rates in Sub-Saharan Africa.

These youth looked to Mr. Kyagulanyi, a fellow ghetto gladiator, to correct their material misfortunes.

<h3>The power of celebrity</h3>

Celebrity and politics have always been bedfellows. So Bobi Wine’s ascent to the political heights should not have come as a surprise. It’s extent, yes. But its occurrence, no.

The examples of celebrities who became ‘farces to reckon with’ in politics are legion.

Arnold Schwarzenegger, the Austrian-American bodybuilder turned movie star who became Governor of California; Italian comedian Beppe Grillo, who founded the Five Star Movement; Yair Lapid, an Israeli television host turned opposition party leader; are just a few of the celebrities who alchemized their popular appeal into Midas gold, glittering with their growing political gains.

The allurement of celebrity cannot be denied. That is why, in 2003, President Museveni had to ask, “Who is Gaetano?” upon realising how popular he was thanks to his between-the-sheets athleticism during Big Brother Africa 1.

President Museveni got an answer to his question after sending his presidential helicopter to bring Gaetano Jjuuko Kagwa for a courtesy call in Soroti.

Gaetano, accompanied by his very own bedfellow, Ms Abergail Plaatjes, and Mr Alexander Holi, all former housemates in the Big Brother Africa house, met the President for half an hour.

The president gauged Gae’s celebrity and realised that he could channel it to his own purposes, before Gae parlayed it into a political career, of a kind.

Years later, celebrity propelled Barack Obama’s 2008 presidential campaign to its historic conclusion. When billionaire celebrity Oprah Winfrey threw her support behind Obama during the Democratic primary, Obama found himself with a million more votes. However, celebrities do not always achieve their intended political goals.

<h3>Celebrity flops</h3>

Kanye West announced his candidacy for the U.S. presidency in 2020; he garnered around 60,000 votes across 12 states. This is shocking for a man with millions of social media followers and countless fans offline.

It is clear that celebrity has its limits in politics. If it didn’t, Kamala Harris would be US President-elect. She had virtually the whole of Tinsel Town batting for her, as it were.&nbsp;

To be sure, Taylor Swift endorsed Kamala Harris for president moments after the end of Harris’s winning presidential debate against Donald Trump.

The pop star made her announcement in an Instagram post saying, "I'm voting for @kamalaharris because she fights for the rights and causes I believe need a warrior to champion them."

Within 24 hours of her announcement, 340,000 or so people had visited the voter registration website, vote.gov, using a custom link created and shared by Swift. This did not stop Harris from suffering a massive walloping at the polls.

<h3>Charm offensive</h3>

Celebrity is like a spell, it can wear off to leave the celebrity rather diminished in the realm of popular acclaim. That is why Gaetano is not as popular today as he was in 2003.

Even Bobi Wine seems to be panting in the wake of President Museveni’s ability to outdistance his opponents in the political running. That is because celebrity is, at best, fleeting. It never lasts.

Its foundation too is charm, which is not readily quantifiable. Charm is the ability to beguile one’s audience with the charisma of reflected glory, as fans see themselves in their stars and thus bask in self-recognition.

Still, as sure as ‘brevity is charm in speech’. It is also the source of a celebrity's charm. That is why celebrities who died young like Tupac Shakur, Bruce Lee, Amy Winehouse, Aaliyah, to name but four, are more popular now than at any stage in their careers when they were alive.

As Lao Tzu said, “The flame that burns twice as bright burns half as long.” Indeed, the flame of celebrity has not always kindled the political firmament.

This is due to the reality that politics is about the provision of goods and services, not the sights and sounds that come with them and thereby define celebrity.

Bobi's popularity was such that even President Museveni tried to claim he himself had ghetto roots, to rob Mr. Kyagulanyi’s power base right from beneath his nose.

Politics and the power of celebrity

Indeed, there are particular attributes that sex up her wardrobes to ensure that if it ever malfunctions, it will do so on the side of being tastefully risqué.

Kadaga was talking to Nyege Nyege festival attendees, accompanied by Busoga Tourism Minister Hellen Namutamba Olga and several government officials, including the Resident District Commissioners (RDCs) and the chiefs of Busoga region.

She hailed the festival organisers for promoting tourism in the Busoga region and Uganda as a whole.

She also praised the quality of entertainment as a thing of beauty and said she would continue advocating for the four-day festival every year.

Kadaga on arrival at Nyege Nyege last weekend

Derek Debru, the CEO of Nyege Nyege Festival, praised Kadaga for her support. He agreed with her that Nyege Nyege plays a significant role in helping develop the country and Busoga region through tourism.

He said that with the festival’s global popularity, opportunities for cultural exchange and enjoyment are optimised.

The 9th edition of the Nyege Nyege festival which commenced on Thursday last week ended on Sunday, November 18, 2024.

According to the Executive Producer Aly Alibhai, this year’s edition added yet another notch to the belts of the organisers by providing a unique experience.

“The gates opened at 4:00 PM on a beautiful Thursday. Our seven stages, including the Reggae stage, Cultural stage, Hakuna Kulala stage, and Uganda Waragi stage provide diverse vibes and experiences until Sunday morning,” he said.

Ticket prices for the festival vary were in different categories, catering for diverse patrons thus: Die-Hard (East African) at UGX 150,000; Die-Hard (Non-East African): $125; Early Bird (East African): UGX 200,000; Early Bird (Non-East African): $165; Pre-Sale (East African): UGX 250,000 and Pre-Sale (Non-East African):$200.

The Nyege Nyege festival was held at the source of the Nile in Jinja, eastern Uganda, showcasing diverse cultures and non-stop entertainment for four consecutive days. It is reported that over 20,000 people flocked to the event.

The Nyege Nyege festival was founded in 2013 by immigrants Arlen Dilsizian and Derek Debru.

In addition to organising ongoing parties and an artist residency, the collective runs two record labels and a multi-day annual festival. Its name refers to a Swahili word describing "a sudden, uncontrollable urge to dance."

At the moment, UNEB’s budget stands at 10.2 billion, with a shortfall of Shs16.7 billion. UNEB is also seeking an extra Shs4.6 billion to enhance marking fees for examiners.

Parliament's Committee on Education and Sports will investigate the examiner-to-examinee ratio with a view to addressing any personnel shortages by ensuring proper compensation.

Allied to this, UNEB also requires Shs1.3 billion to improve security features on result slips issued to learners.

This outlay embraces ICT consumables for processing and printing examinations while reflecting sustained inflationary pressures.

Additionally, the Ministry of Education and Sports wants Shs30.2 billion to facilitate the orderly takeover of 100 secondary schools previously run by communities and non-governmental organisations (NGOs), which have proven unequal to the financial challenge of managing them. On top of that, Shs6.4 billion is needed to support 100 primary schools.

On the Ministry of Education’s initiatives, parliament’s Committee on Education and Sports has been brought up to speed on plans to acquire schools nationwide, with each secondary school costing Shs300 million, and each primary school requiring Shs64 million, totaling Shs36.3 billion.

However, these funds are not included in the ministry's national budget for 2024/2025.

The acquisition of schools is a departure from the Ministry’s vision.

This vision states that “The [Education and Sports] sector is run on a principle of promoting public and private partnerships at all levels and the private sector has played significant roles in the provision of education services, especially at the post-primary and tertiary education levels.”

In view of the private sector failing to play a significant role in the provision of education services, this vision has been de-operationalized.

“We aim to align with Uganda’s National Development Plan III and the Education Sector Strategic Plan, which prioritises skills development, technological advancement, and inclusivity,” said Josephine Kavutse, on the Ministry’s X handle.

Inclusivity and not partnership appears to be the new watchword when it comes to the provision of education services in the country.

UNEB wants Shs. 6.5 billion for meals

In 2019, I went to the <a href="https://www.pulse.ug/entertainment/music/nyege-nyege-2024-transcending-expectations-on-day-2/rspjkxn">Nyege Nyege festival.</a> It was held in and around the Nile Discovery Beach in Njeru, Jinja. As the Content Editor &amp; Events Manager of KQ Africa, I moderated the creative talk sessions at the Festival.

The talks involved some of the most influential Arts and cultural professionals Nyege Nyege could offer.

<h3>Meeting Influential Figures at Nyege Nyege</h3>

I met a myriad of people, including Machail Stangl of the famous Boiler Room, Marie Daipony, an editor of a renowned Music &amp; Art Magazine called Mixmag, Washington DC-based artist Suzie Analog, Ethiopian-born musician Rophnan, who headlined at the Festival, Rasheeda, the then Arts Manager at British Council, among others.

Typically, our talk session would run from 9:00 am to 6:00 pm. Our tent was always full. The only time that I did not moderate was when the talks swung to a discussion about the nonbinary and genderqueer. I kept mixing up my pronouns.

<h3>A Childhood Memory: Facing the Playground Giant</h3>

As I relaxed, my mind travelled back to simpler times. I started to daydream about the time I was beaten up by a girl...

Don’t be surprised. I was only 13, and she was twice my age. Anyway, it all started on the playground. I was playing football with my friends when a girl the size of my future fat lip (after it was acquainted with her fist) showed up.

Regardless, I refused. There was no way I was allowing a girl on our side or any side, for that matter. The silence from my peers and the sight of her rage was a warning, but I stood my ground. What followed was a one-sided battle I could never forget.

“Philip,” said the British Journalist who had taken over my moderating role at the Creative Talks. “You may have your microphone back, and thanks for understanding.”

Sure I understood. I understood that this journalist must have been that life-sized woman-child who delivered an ass whipping to me as a 13-year-old. If she did it again, I could save face when reporting her to the cops for assault.

As an adult, she was non-binary. So if I told the police that ‘they’ beat me up, I would look a lot tougher for taking on a group instead of a girl so big she deserved a group discount at every store.

Nyege Nyege Festival: My 2019 experience

Koryeah Dwanyen, the girlfriend of the Secret Service Agent simply identified as “Dale”, revealed this racy story in her self-published memoir, Undercover Heartbreak: a Memoir of Trust and Trauma.

In the book, the agent, while assigned to the Obamas’ security detail, sent Dwanyen “several photographs” of the former first family’s beachfront mansion, a week before inviting her over.

This was on November 6 2022, while Michelle and Barack were away.

&nbsp;“No one will know. If anything,” Dwanyen claims Dale said. “I’m the one who could get in trouble.”

She then said the agent invited her to get wet with him, in more ways than one, in the former first lady’s bathroom.

&nbsp;“We should have sex in Michelle [Obama’s] bathroom, like a mile-high club,” Dwanyen says Dale said.

“I knew their code names. I knew what day Orange Theory was, what day [Michelle Obama] had private tennis lessons and when her personal trainer came,” she said Dale told her.

Dwanyen says Dale photographed Alicia Keys’ house, Steven Spielberg’s boats, Melinda Gates, Tyler Perry and Amal Clooney sharing intimate details about former US vice president Mike Pence.

He was assigned to the silver-haired politician’s protective detail during the first Trump Administration.&nbsp;

Dwaynen claims she tried to report the errant agent to his higher ups, arguing that his behaviour was in violation of his professional code of ethics.

After many heartwarming displays of public affection throughout the presidential campaign in 2008, Americans knew they were in for four years of sweet gestures when Barack became president in 2009."It has to be a true partnership, and you have to really, really like and respect the person you're married to," said Michelle of their relationship during a 2015 interview with Oprah Winfrey.And Barack? "Obviously I couldn't have done anything that I've done without Michelle ... not only has she been a great first lady, she is just my rock," he said. "I count on her in so many ways every single day."

She eventually ended up face-to-face with the Inspection Division of the Secret Service’s Office of Professional Responsibility. After investigations were made, Dale was fired.

&nbsp;“As soon as the Secret Service became aware of the incident, the agent involved was immediately suspended and after a full investigation, terminated,” Anthony Guglielmi, chief of communications for the Secret Service, said.

“Although the protectees were not present at the time of the incident, these actions were an unacceptable violation of our protocols, our protectees’ trust and everything we stand for.”

The Secret Service was naturally duty-bound to protect its own image, too. Such image protection translates to the public’s confidence in how it performs its duties, which in turn gives a confidence boost to those who perform its duties.

Details of the racy story were revealed in a book titled, Undercover Heartbreak: a Memoir of Trust and Trauma.

Secret Service agent fired for suggesting sex in Obama’s bathroom

In a split decision, the Supreme Court ruled there was non-compliance with the election laws. However, the judges had varying interpretations on whether the non-compliance significantly affected the results of President Yoweri Museveni's re-election as president.

One of the Supreme Court Judges who was part of this ruling was Retired Justice George Kanyeihamba. He admits that two of the justices who were on that bench have since had second thoughts.

“I have said that the decision to have upheld the election was held by a majority of four to three, but since then, two of the four have had second thoughts about their judgement,” he said.

Justice Kanyeihamba would not name the judges.

A lot of this confusion is blamed on the date November 17, 2002. This is the date a new Electoral Commission (EC) was appointed, with Eng. Dr Badru M. Kiggundu as Chairperson and Sr. Margaret Magoba as Deputy Chairperson­.

Four other commissioners were appointed, namely: Tom W. Buruku, Stephen D. Ongaria, Dr. Jenny B. Okello, and Joseph N. Biribonwa, with Mr. Sam Asiimwe Rwakoojo as Secretary, says the EC website.

The EC website further informs us that in February 2006, H.E. Ambassador Dr. Sisye Tomasi Kiryapawo, was appointed the seventh member of the Electoral Commission, and in the same month, the Commission organised the first multi-party General Elections in Uganda since 1980.

Seven political parties sponsored candidates for the Presidential Elections while nine (9) and thirteen (13) parties fielded candidates for Parliamentary and Local Council Elections, respectively.

On 17th November 2016, Eng. Dr. Badru M. Kiggundu and Commissioners Dr. Joseph N. Biribonwa (Deputy Chairperson), Dr. Jenny B. Okello, Mr. Steven D. Ongaria, Honorary Consul Tom W. Buruku, and Mrs. Justine Ahabwe Mugabi, concluded their term of office.

A new Commission comprising Justice Simon Mugenyi Byabakama (Chairperson), Hajjati Aisha Lubega (Deputy Chairperson), Mr. Peter Emorut, Mr. Stephen Tashobya, Nathaline Etomaru and Hajji Mustapha Sebaggala Kigozi, was appointed and sworn into office 17th January 2016.

Mrs. Justine Ahabwe Mugabi (Commissioner 2009-2016) was appointed as a member of the Commission for a second 7-year term.

Broadly, in the words of the 30th US President Calvin Coolidge, “The chief business of the American people is business.” Silent Cal, as he was called because of his taciturnity, was right on the money there, as it were.

However, more specifically, Trump will probably introduce tax cuts to stimulate business activity, erect cast-iron tariffs to protect the United States industry and expel unauthorised immigrants. Well, at least that is what he told us he would do.

But how much of this economic agenda can he realistically pull off?

On tariffs the president-elect has promised, hand on heart, to impose a 10 percent tariff on all imports and a 60 percent tariff on those from China.

This will lead to a dip in imports as tariff revenues approximate a plus sign and the country’s trade deficit will decrease, on paper.&nbsp;

To this end, Mr. Trump will be smiling all the way to Bretton Woods. But what will he do when there’s tariff retaliation by China or Europe?

Many experts believe that as US aggregate demand shifts from foreign to domestic goods, from consumer goods to producer goods; the economy will smile along with Mr. Trump as there shall be higher demand for domestic goods and the means to produce them more locally.

This will put money in the pockets of Americans leading to price rises to meet increased demand, due to there being more disposable income. This might force The Fed, or the Federal Reserve System, which is the central bank of the United States, to floor the brakes on inflation. That way, it is kept under control.

Then, thanks to higher rates and an improved trade balance, the US dollar will strengthen to the extent that you would never mistake it for a Zimbabwean dollar. Levity aside, this is the inverse of what Trump wants.

That’s because US exports will suffer, being made more expensive to purchase as the balance of payments pony up just enough to keep the trade deficit going strong, like Mr. Trump’s unfortunate comb-over.

US exporters will suffer the most if there is Chinese and European tariff retaliation. The trade balance will tilt towards lower imports and exports and a concomitant fall in economic activity.&nbsp;

The Trump administration won’t be left with a proverbial pot to pee in or window to throw it out, thanks to a tariff increase.

<h3>Immigration: A Tightrope for Economic Balance</h3>

On immigration, Mr. Trump aims to deport unauthorised immigrants. They are estimated to number about 11 million. He wants to deport 1 million a year. There are about 160 million employees in America if you will. So, if he deported 1 million immigrants a year, employment would fall by 0.5 per cent a year.

The ratio of job vacancies to unemployed workers will be lopsided enough to bring about inflation. The Fed might raise interest rates, causing exchange rate appreciation or the value of investments to decrease over time.

Employers, especially in the service industry, will demand that a leash be thrown at the pace of deportation.&nbsp;

This will lead Trump to deport tens or hundreds of thousands rather than millions of people.

Whatever Mr. Trump does end up doing, he certainly has his work cut for him. And it will spell success or failure for “Trumponomics.”&nbsp;

Trump will probably introduce tax cuts to stimulate business activity, erect cast-iron tariffs to protect the United States industry and expel unauthorised immigrants.

Subtitled “The Million-Dollar Heist” and based on “some shit that really happened”, this eight-episode limited series features Hart as Gordon “Chicken Man” Williams, a two-bit hustler hoping, by some sterling criminality, to reflect the gleam in the eye of a black mafia boss, Frank Moten (Samuel L. Jackson).
