UCCM kicks off elections for representatives to monitor Global Fund grants

The Uganda Country Coordinating Mechanism for Global Fund Grants (UCCM) has announced the commencement of elections for representatives responsible for overseeing Global Fund grants implementation in Uganda for the 2024 - 2026 Board tenure.

The call for wider participation and high-quality representation is extended to various sectors, including civil society groups, the private sector, and more.

Elections are taking place from October 2nd to October 20th, 2023.

The UCCM, a pivotal organization in Uganda's fight against HIV/AIDS, Tuberculosis, and Malaria has emphasized the need for diverse voices and expertise in its leadership. To achieve this, the UCCM is urging constituencies to conduct elections for their representatives in a transparent and inclusive manner.

The constituencies and the number of representatives to be elected are as follows:

  • Civil Society Organizations (National NGOs) – 1 substantive member and 1 alternate member
  • Civil Society Organizations (International NGOs) – 1 substantive member and 1 alternate member
  • People living with HIV & those affected by Tuberculosis and Malaria – 3 substantive members and 3 alternate members (1 substantive and 1 alternate for HIV, 1 substantive and 1 alternate for TB, & 1 substantive and 1 alternate for Malaria)
  • Key Affected Populations (KAPs) – 1 substantive member and 1 alternate member
  • Research, Academia, Science, and Professional Associations – 1 substantive member and 1 alternate member
  • Faith-Based Organizations (FBOs) – 1 substantive member and 1 alternate member
  • The Private Sector – 1 substantive member and 1 alternate member

Furthermore, the UCCM is seeking to renew the representation of Young People and Refugees by conducting elections for 3 representatives for Young People and 2 representatives for Refugees.

The UCCM plays important roles in the effective implementation of Global Fund grants. These include coordinating grant funding requests, ensuring transparency in selecting Principal Recipients (PRs), overseeing grant activities, evaluating performance, and harmonizing funds from different sources in line with national priorities.

The UCCM operates under a Governance Manual that outlines its structure, including an Executive Committee and three Oversight Committees to enhance efficiency. 

UCCM members are expected to represent their constituencies faithfully, attend meetings diligently, participate in decision-making processes without bias, and maintain confidentiality.

The election process will be coordinated by Constituency Secretariats and Focal Persons, following general election guidelines provided by the UCCM.

Stakeholders in Uganda's fight against HIV/AIDS, Tuberculosis, and Malaria are encouraged to actively participate in these elections to ensure the continued success of the UCCM's vital work in improving public health and well-being in the country.
