Makerere University moves to allow lecturer-student relationships

Uganda's oldest institution, Makerere University, has taken a step towards allowing students to be in relationships with their lecturers or supervisors.

The recommendation was highlighted in an interim report by an ad hoc committee set up to investigate sexual abuse and harassment in the university.

The university staff should disclose the nature of their relationship with students, according to the report.

The report sampled 234 people during the investigation and 80% were aware of the existing sexual exploitation in the university.

The committee's chairperson downplayed indecent dressing as one of the causes of sexual abuse saying there was no scientific evidence and they "shall not put any regulations on how students dress".

Prof. Sylvia Tamale made the remarks after a lecturer accused students of moving around the university with "open thighs" saying they are "devils and little temptresses who harass innocent and defenseless lecturers".

The indicates that "male misinterpretation of female friendliness and indiscipline of the predators" were some of the major causes of sexual harassment and abuse.

Among other recommendation made by the committee was the establishment of effective mentoring relationship for faculties, staff and students.
