The Monitoring Learning Achievement of Primary Two in Literacy report indicated that "learning has been focusing on teachers instead of learners".
It faults teachers of training pupils to pass examinations rather than equipping them basic competences
Performance average in reading competence ranged between 26% and 46%; marks below the general average of 50%, according to the report.
