Byarugaba, Kabushenga join race for KCCA ED Job

The Vacancy

The KCCA ED position was advertised by the Ministry of Public service following the termination of Dorothy Kisaka amid allegations of negligence, particularly after a tragic garbage collapse at Kiteezi landfill in August 2024, which claimed 35 lives. 

This incident triggered an Ombudsman investigation, leading to the dismissal of Kisaka, her deputy David Luyimbazi, and the Public Health Director, Dr. Daniel Okello. Kisaka was later arrested, facing charges related to mismanagement​

Byarugaba’s Fall at NSSF

Richard Byarugaba, who served as the Managing Director of NSSF for over a decade, lost his job in late 2022 after his reappointment was blocked by Minister Betty Amongi. Despite backing from the NSSF board and President Museveni, Amongi halted the reappointment, citing allegations of financial mismanagement and corruption. Although Byarugaba fought these claims and was cleared of financial impropriety by an Inspector General’s report, the minister's decision stood. Byarugaba’s appeal to the courts to reclaim his role was ultimately dismissed in 2024​

Kabushenga’s Departure from Vision Group

Robert Kabushenga, a seasoned corporate executive, led Vision Group, Uganda’s leading multimedia company, for 14 years before stepping down in January 2021. His resignation came amid speculation about growing internal pressures and leadership changes within the company. Kabushenga has remained active in various sectors, including public speaking and agriculture, and now aims to take on the challenging role at KCCA​

The Way Forward for KCCA

With both Byarugaba and Kabushenga joining the race, their corporate experience and leadership skills will be closely scrutinized. 

The new KCCA Executive Director will inherit the challenge of addressing Kampala’s infrastructure and service delivery issues, all while restoring public trust after the scandals that marked Kisaka's tenure. 

The government is expected to announce its decision by the end of 2024
