Wine, who also was ill-informed about the budget, wondered why the government was giving money to artistes when there were more urgent projects like the construction of hospitals.

"There are enough hospitals. Constructing many hospitals makes it look like you want more people to fall sick," said Omutujju who has a longstanding beef with Wine while speaking to the media.

"You don't have to construct them. You just have to have faith and believe people don't have to fall sick. They should give us the money to buy cars and enjoy."

When he was told that his views contradicted those of Bobi Wine who wanted the money to be used to construct hospitals, he said: "Bobi Wine is rich. Why can't he use some of his money to construct a hospital people can use? He is a very rich man. Let him use his money... Let him first construct a hospital in his home area, even if a small one; then he can come to advise us."
