MPs approve KCCA land leases to Buganda Kingdom, private developer

Lawmakers passed the motion during plenary on May 29, 2025. The sitting was chaired by Speaker Anita Among.

Kyofatogabye Kabuye, the Minister of State for Kampala Capital City and Metropolitan Affairs, presented the motion.

It also sought approval for KCCA to lease Plot M731 on Old Kira Road to Youth Alive Uganda to build permanent offices, and Plot 02 on Kenneth Close in Kamwokya to Pinnacle Concept for a furniture showroom.

Additionally, the motion included a request to lease plots M69 and M70 in Lugogo to Mengo Tree Fraternity.

The minister told Parliament that KCCA had received all the necessary approvals to lease the land and that the plots are already occupied by the intended beneficiaries. He said the leases would boost city development, increase revenue, and improve services for Kampala residents.

However, the Committee on Physical Infrastructure objected to the leasing of three plots. They cited the absence of valuation reports from the Government Valuer for plots M69 and M70 in Lugogo and Plot 02 on Kenneth Close.

They also flagged the lack of documentation from the Ministry of Finance for Plot M731 on Old Kira Road.

Presenting the committee’s findings, Muhamad Nsegumire, MP for Mityana County North, said KCCA should speed up the valuation process and get clearance from the finance ministry.

“The committee recommends that Parliament authorises KCCA to lease plots 406, Namirembe Road and M880, Offspring Road and urges KCCA to fast-track valuation of plots 02 Kenneth Close in Kamwokya and M69 and M70 in Lugogo,” said Nsegumire.

He also urged KCCA to seek clearance for Plot M731 to enable it to get final approval from Parliament.

Tony Ayoo, MP for Kwania County, supported the recommendation but called on the government to ensure that land leasing follows the Public Finance Management Act.

“Many plots and public land have been disposed without following the law. A lot of land has been disposed fraudulently,” he said.
