The 73-year-old leader made the announcement during his lengthy national address on Sunday which entirely focused on Uganda's security.

He told reporters at the State House in Entebbe that there is a plan to recall reserves to man areas in Kampala.

The recruitment of LDUs is expected to cost the government over UGX57bn to ensure that security is tight, according to Museveni.

"Kampala has 1000 villages and we shall fill them with manpower and our guns will answer these criminals. We shall see which guns have more effect".

Why recruitment of LDUs?

The state of security in Uganda has raised concern since the year started.

Over 40 women and children were kidnapped in a period of three months -- about 13 were murdered.

In June, MP Ibrahim Abiriga was gunned down by boda-boda riding gunmen, an incident that shocked the country.

Last month, the Ugandan government has been on spotlight for brutally assaulting civilians and allegedly torturing politicians, including the popular musician-turned-lawmaker Bobi Wine.
