Makerere University to scrap student scholarship in favour of loans

Makerere University, Uganda’s oldest university, has passed a resolution which seeks to scrap government scholarships in favor of student loans.

The report, among other things, recommended the diversification of the university’s model of funding through establishment of an endowment fund.

Makerere University enrolls at least 6,149 government students of the 11,537 students on government scholarship scheme across all government universities.

Experts

In 2014, a team of experts were tasked to review the circular disorders at Makerere University and recommended that government scraps students scholarships in government universities and introduced a cost sharing model.

Cost-sharing model would see students paying part of the fees not paid by government and students who would be unable to complete the payment would be given tuition loans from the government.

The team’s recommendation was based on grounds that the government scholarships would benefit a few well-connected students instead of those in need.
