LIST: Inside Gen Kainerugaba's reshuffle of defence chiefs at Ugandan embassies
Uganda’s Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, continued his campaign to reshape the Uganda People’s Defence Forces (UPDF) by recalling 13 defence attachés and liaison officers from foreign postings.
These officers were replaced by a new group in an effort to streamline the army and ensure that key positions are filled with officers who align with his reform plans, reports say.
The reshuffle is part of Gen Muhoozi’s broader effort to strengthen the military and remove those involved in personal enrichment and influence peddling.
He is focused on restoring discipline and seriousness in the army’s operations.
Among the officers appointed to new foreign military postings are Brig Gen Edward Ronald Mutaawe to Ethiopia, Brig Gen Julius Rubakuuba Mbaine to Tanzania, and Brig Gen Paul Muwonge to the Democratic Republic of Congo (DRC).

Meanwhile, several officers have been recalled from their overseas positions, including Brig Fred Zaake from Ethiopia and Brig Ronald Bigirwa from Tanzania.

Gen Muhoozi’s leadership has already brought significant changes, especially in sensitive security and intelligence areas. Notably, Brig Abdul Rugumayo was removed from his post as Deputy Chief of Defence Intelligence and Security, and former intelligence chief Maj Gen James Birungi, who was arrested along with two other officers, is currently in military detention
