President Kaguta Museveni on Wednesday addressed Members of Parliament in a special sitting whose main agenda was focused on the security of the country.
The 73-year-old president cited several security measures he believes will help his government in curbing the rate of crime in the country.
The ambitious measures proposed by the president are technologically inclined and he hopes that they will help solve crime in the country.
His Parliamentary address comes barely two weeks after his loyal NRM MP Ibrahim Abiriga was assassinated together with his brother who doubled as bodyguard.
Finger printing all guns
Museveni told MPs on Wednesday that cartridges left on crimes scenes can give police clues on how to solve crimes. He says this will be achieved through finger printing all gun owners in the country.
Electronic number plates
The president has proposed the introduction of electronic number plates with an electronic signal which will alert authorities in case a person tries to tamper with it. The electronic number plate can generate all details if the vehicle or motorcycle is found at the crime scene.
Banning hoodies
Museveni has warned that police is ready to arrest any person wearing a jacket with a hoodie. He has suggested that helmets should have reflective number plates.
Installation of CCTV cameras on major roads and streets.
He has reiterated his call for the installation of CCTV camera; same measure he proposed last year when AIGP Kaweesi was killed. He believes optical security is the anchor of the anti-crime.
