In his new role, he oversees the Directorate of STRACOM (Strategic Communications), the Directorate of Protocol, and the Directorate of Regional Affairs, focusing on Defence Engagement and International Affairs.

A former spokesperson for the Uganda People’s Defence Forces (UPDF), a role now referred to as Defence Public Information Officer (DPIO), Col. Ankunda distinguished himself as the top graduate in the second cohort of the National Defence College in June. Established by President Yoweri Museveni in 2021, the college provides strategic-level education for senior military officers, security professionals, and future leaders.

Col. Paddy Ankunda began his role as UPDF spokesperson in 2008, taking over from Brigadier General Felix Kulayigye, who was then a Major. Throughout his career, he has participated in significant military operations across Somalia, South Sudan, Northern Uganda, and Karamoja.

After completing his studies at Makerere University in 1998, Ankunda joined the UPDF, undergoing training at Singo before serving as a Private in the Armoured Brigade in Masaka for two years. In 2001, he attended a Cadet Course at Kimaka Army College in Jinja, subsequently being commissioned as a Lieutenant. Following his training, he joined the Presidential Guard Brigade before returning to Masaka as Brigade Political Commissar.

Educationally, reports indicate that Ankunda attended Kinyansano Primary School, Makobore High School, and Bujaga High School before pursuing a Bachelor's Degree in Political Science at Makerere University. Prior to joining the National Defence College in 2023, he served as the Director of Strategic Communications.
