Kaggwa confirmed on Friday afternoon that she was bowing out, in a message posted on social media.
“I wish to update you that Hon. George William Nyombi Thembo has been appointed as the substantive Executive Director of (UCC). Join me in congratulating him on his appointment,” she posted.
“On my part, it has been an honour to serve UCC, the sector, my country and the global industry.”
Mrs Kaggwa has been serving in acting capacity at the Commission and has been credited for the work she has done in promoting e-services, arbitrating corporate disputes and enhancing ICT security.
Her position however, was abruptly advised in September this year and the ICT Ministry gave no reasons as to why. At the time, she said she was "undecided" on whether to apply for the job.
Her replacement, Hon Nyombi Thembo has long experience in government, having served thrice in cabinet, first as State for Education and Sports (Primary Education), then as Minister for Luwero Triangle, and later as State Minister for ICT from 2011 to 2016.
He also served as Kassanda South MP from 2006 to 2011.
