"Who can that one make a super minister?" Barugahara scoffed, responding to a reporter who asked if he would accept the position if offered by Bobi Wine. "...Don't tell me that nonsense again..."
He went on to reaffirm his loyalty to President Yoweri Museveni and the Chief of Defence Forces, General Muhoozi Kainerugaba.
Barugahara, who became minister on March 21, also serves as the chairman for the western region in the Patriotic League of Uganda (PLU), a civic organisation chaired by General Kainerugaba.
Bobi Wine and Barugahara share some history, with Bobi Wine giving Barugahara his first opportunity to organise a concert. At the time, Bobi Wine, now the leader of the National Unity Platform (NUP), the largest opposition party, was launching his song "Bada" at an event held at Hotel Equatoria.
Barugahara has previously mentioned that he initially paid Bobi Wine Shs8 million for the show, but ended up paying him more due to the event's success.
Barugahara said he collected Shs60m from that show and used it to expand his business in South Sudan, while Bobi Wine bought land in Magele where he currently lives.
Balaam Barugahara puts Wine in the group of five musicians, with others being Iryn Namubiru, Juliana Kanyomozi, Bebe Cool and Jose Chameleone who took a flyer on him when he was starting out as a promoter of events.
He has organised shows for all these artistes. Kanyomozi and Cool attended his swearing-in ceremony at State House Entebbe.
"They are my very good friends," he said.
He has said none of them can refuse to show up when calls them for an event.
