The Chinese national, Yinghe Chen, who was named as the primary suspect in the case, has been on the run since last year following a joint hunt by security operatives.
He has been sought after by a joint security squad made up of the Internal Security Organisation (ISO), the Criminal Investigations Directorate (CID), and the Chieftaincy for Military Intelligence (CMI).
After Chen was reported to the police, he fled the country. When he sneakily entered the country recently, he was detained.
He was detained on Friday, June 23, 2023, in Bukoto, a Kampala neighbourhood, according to police, who confirmed his arrest.
Tom Magambo, the head of CID, confirmed Chen's arrest and stated that it came about after a protracted joint security investigation.
"A team from the CID, working closely with other security organisations, including ISO and CMI, managed to apprehend him. Additionally, participating were the Directorate of Public Prosecution and the Bank of Uganda. The DPP has approved a file, and the suspect will shortly be brought before the court," Magambo stated.
Annet Achola, Chen's partner, was previously detained.
BLQ was a sports betting company operating illegally in Uganda.
The company was shut down when whistleblowers informed the police about the situation. But hundreds of Ugandans had already lost billions of shillings by that point.
Police said the suspect will soon be produced in court.
