Charles Twiine, a senior officer in the Parliament police investigations section, remains in the custody of the Special Forces Command (SFC) after going missing on May 14, the Independent Magazine reported on May 16.
The Independent's report says SFC soldiers arrested Twiine, but the reasons remain unknown.
Twiine, a Criminal Investigations Directorate (CID) officer at Parliament for three years, had on May 12 accompanied a parliamentary committee to Mbarara but returned to Kampala on May 13 after a summons for a meeting with Inspector General of Police Abas Byakagaba and Deputy James Ochaya on May 14.
After the meeting at Naguru Police Headquarters, SFC soldiers, waiting in a parked vehicle, took him into custody.
SFC spokesperson Maj Jimmy Omara told Uganda Radio Network he was unaware of Twiine’s arrest but promised to verify.
The SFC, an elite military unit, protects President Yoweri Museveni, his family, and key government sites. Recently, the SFC faced accusations of abducting opposition members, particularly from the National Unity Platform (NUP). The latest case involves NUP President Bobi Wine’s bodyguard, Edward Ssebuwuufu, known as Eddie Mutwe, who was reportedly held incommunicado for days.
Twiine served as CID spokesperson under Grace Akullo but was transferred when Maj Tom Magambo took over three years ago. His phones have been off since the afternoon of May 14.
Social media posts claim Twiine plans to run for Sheema North MP on the Democratic Party ticket.
