The Chief of Defence Forces General Muhoozi Kainerugaba has appointed the Mountain Infantry Division Commander Major General Richard Otto as the new Chief of Defence Intelligence and Security (CDIS) of the UPDF.
Gen. Otto replaces Major General James Birungi and vice versa, according to Colonel Chris Magezi, Acting Director Defence Public Information (DDPI).
The Mountain Infantry Division Command is based in Fort Portal.
The Mountain Infantry Division Commander also serves as the Joint Task Force Commander of UPDF troops under Operation Shujaa in the eastern Democratic Republic of Congo. The changes take immediate effect.
The UPDF fraternity has congratulated the General officers on their new appointments and wishes them good luck in their future endeavors.
The new changes in UPDF follow the one in March that saw the elevation of three Brigadier Generals to the rank of Acting Major General. The promoted officers were Charles Byanyima, Deus Sande, and Daniel Kakono. Major General Kakono leads the Field Artillery Division, while Brigadier Generals Byanyima and Sande are in charge of the Motorised Infantry Division and the Armoured Division, respectively.
In December 2024, five Brigadier Generals were elevated to Acting Major General. Among those promoted were Stephen Mugerwa, Commander of the 1st Infantry Division, and Paul Muhanguzi, Commander of the 2nd Infantry Division. Felix Busizori and Keith Katungi, commanding the 4th and 5th Infantry Divisions, also received the promotion.
Major General Felix Kulayigye, Director of Defence Public Information, said that these promotions are in line with the UPDF's evolving structure and are a recognition of the officers’ outstanding service records.
