Blaise Kamugisha, the former national coordinator of the National Crime Preventers Forum (NCPF), and Duncan Abigaba, the former Assistant Director at the Government Citizen Interaction Centre (GCIC) under State House, are competing for the position of National Resistance Movement (NRM) Vice Chairperson for the Western Region.
On Wednesday morning, April 23, Abigaba shared a post on X, stating: “For 40 years, NRM has restored peace and grown our economy twenty-fold. However, there’s apathy—the party serves a few, structures are dysfunctional, we’ve no recruitment plan, and no jobs for youth. It’s time for Creative Disruption—to Reform, Rebrand & Reshape the NRM #Abigaba4CEC.”
Kamugisha, on the other hand, posted on X: “I am honoured to declare my candidacy for NRM Vice Chairperson-Western Region. With unwavering commitment to our party’s ideals, I seek to serve and uplift our communities. Together, let’s strengthen our region’s voice within the NRM. #NRMWesternRegion #LeadershipForAll.”
Before his tenure at GCIC, Abigaba worked as Deputy Presidential Assistant in charge of Research and Information in the Office of the President. In this role, he closely monitored the performance of government agencies and regularly prepared briefs for the Presidency.
Abigaba holds a Bachelor of Commerce (Hons) from Makerere University, a Post Graduate Diploma in Project Planning and Management, and a Masters in Management Studies from Uganda Management Institute. He also holds several post-graduate certificates in management from both Makerere University and Uganda Management Institute, as well as a certificate in Administrative Law from the Law Development Centre, Kampala.
Additionally, Abigaba is a Mandela Washington Fellow under the Young African Leaders Initiative at Georgia State University, Atlanta, Georgia. He also holds a Masters of International Business from the Higher School of Economics in St. Petersburg.
In the previous general elections, Blaise Kamugisha ran for National Chairperson of the NRM Youth League.
