Ugandas Commissioner General of Prisons Dr. Johnson Byabashaija has made a shocking revelation that male inmates are having sex with each other in prison.
Dr. Byabashaija on Thursday said homosexuality is posing as a huge risk factor in increasing HIV/AIDS in prisons across the country and confessed that he has never thought of giving condoms to prisoners.
"I have never thought of giving condoms to prisoners but the reality is that they are having sex yet homosexuality is still illegal according to our penal code," he said.
He revealed that 2.9% of the male prison staff have admitted to having sex with male partners, mostly those aged 20-24.
Byabashaija added that drug abuse is also contributing to the increase of the HIV virus in prisons; saying 5.7% prison staff abuse drugs and 9.8% of prisoners drugs.
HIV prevalence amongst prison staff stands at 12% with male at 10.5% and females at 14.5%.
Then the HIV prevalence is 24.2% among the females and 14.4% for the males especially between the ages of 20-30 years.
