According to reports, the invasion was part of an investigation into the loss of money used for the construction of Kisumu Lake Basin Development Authority mall (LBDA).

In 2018, EACC detectives questioned senior officials at the LBDA over irregularities in the building of the Ksh4.1 billion mall in Kisumu whose construction overshot budget a third.

The anti-graft agency targeted nine former and current board members to establish why its construction costs were varied by more than 33 percent or over Ksh1 billion.

Reports indicated that detectives from the EACC believed that the contact sum may have been inflated by “close to or more than Ksh2 billion.

EACC was interested in establishing whether there was value for money in all the contractual obligations in the construction of the mall and whether public funds were efficiently well utilized.
