Aceng who was addressing the media recently about the matter said the scheme is meant to address the issue of huge health expenditures.
“So, to address the issue of huge health expenditures which is really out of people’s pockets, inspite of the fact that we keep on saying that our health services are free, we are working on a national health insurance scheme. We are now at the tail end and in the next few months, we shall have the Bill presented in Cabinet and Parliament,” she revealed.
Aceng hinted at some of the snippets in the Bill, saying that the health insurance scheme will be mandatory for all Ugandans which means every Ugandan citizen will have to contribute to the scheme.
“Now, in this Bill, the Health Insurance Bill, health insurance is mandatory for all which means all the entire population in Uganda must join the scheme and it means we all have to contribute to the scheme. Everyone must contribute to the scheme, and when we do that, we’ll assume that all of us have paid for our health services,” she said.
Aceng added: “But of course we’ll can’t contribute at the same rate. Actual studies have been done to determine the rates at which we are going to contribute. You can choose to contribute monthly, annually. You can choose to contribute at your own pace, but we all must contribute what is allocated for us. So that means families have to cater for their loved ones.”
