Tumukunde quits Rukungiri NRM chair race, cites election irregularities

Former Security Minister Lt. Gen. Henry Tumukunde has pulled out of the race for the Rukungiri District National Resistance Movement (NRM) Chairperson, where he was contesting against the current Security Minister Maj. Gen. Jim Muhwezi.

Gen. Henry Tumukunde announced his withdrawal today, May 23, through a post on X (formerly Twitter), saying his decision followed what he called irregularities in the election process.

“I have decided to withdraw from the Rukungiri District NRM Chairperson election, in protest of the irregularities witnessed during the process. This decision comes after serious reflection,” Gen. Tumukunde wrote.

He added, “My commitment to serve the people of Rukungiri remains unwavering. More details to follow.”

The election is taking place today.

Tumukunde is also preparing to run for the Rukungiri Municipality parliamentary seat in 2026.

Who is Henry Tumukunde?

Gen. Tumukunde served as Uganda’s Minister of National Security from June 6, 2016 until he was dropped from Cabinet on March 4, 2018.

He is also an advocate of the High Court of Uganda.

He was born on February 28, 1959 in Rukungiri District in western Uganda.

He attended Bishop Stuart College Demonstration School in Mbarara for primary education, and later Kigezi College Butobere (Siniya) and Kibuli Secondary School for his O-Level and A-Level studies.

He graduated from Makerere University in 1981 with a Bachelor of Laws degree. He received a Diploma in Legal Practice from the Law Development Centre in 2010 and earned an Executive Masters in Oil and Gas Management from the Graduate Institute of International and Development Studies in Geneva in 2013.

In the military, Tumukunde held several senior positions in the Uganda People’s Defence Forces (UPDF), including Director of Planning, Chief of Personnel and Administration, Chief of Military Intelligence and Commander of the Fourth Division in Gulu. He also served as Director General of the Internal Security Organisation (ISO).

Between 1995 and 2005, he represented the UPDF in Parliament.
