The National Identification and Registration Authority (NIRA) has unveiled Uganda’s new upgraded National ID card, introducing advanced features designed to boost security and streamline identity verification.
The new IDs, set to be rolled out soon, incorporate state-of-the-art technology aimed at preventing counterfeiting and enhancing ease of use both online and offline.
Cutting-Edge Security and Biometrics
Rosemary Kisembo, NIRA’s Executive Director, revealed that the new IDs will include biometric data such as fingerprints and iris scans, providing an extra layer of identity verification.

The cards also feature laser engraving technology that embeds multiple images within the card, which become visible from different angles. This sophisticated security measure significantly reduces the risk of forgery.
Additionally, the cards come with a Machine Readable Zone (MRZ), similar to those used in passports, allowing for quick and reliable data reading by scanning devices. Alongside the MRZ, the ID incorporates a two-dimensional (2D) barcode.
This barcode can store encrypted data, including URLs, text, or identification details, which can be scanned by smartphones or specialised scanners for rapid verification.
Digital Integration and Service Access
The new IDs are designed with modern digital integration in mind. According to Kisembo, they will support online and offline verification methods, digital signatures, and secure credential access.
The IDs will be compatible with various eGovernment services, mobile and tablet platforms, and mobile ID systems. This integration aims to make public service access more efficient and secure for Ugandans.
Operational Preparedness
For the upcoming enrolment exercise, NIRA plans to deploy 5,500 biometric kits nationwide, with 5,300 kits set for immediate use and 200 held in reserve. This comprehensive rollout strategy aims to ensure a smooth registration process as Uganda transitions to this advanced national identification system.
With these enhancements, Uganda is taking a significant step forward in digital identity management, bolstering security and convenience for its citizens.
