The Industry Enhancement Center (IEC) which was developed by TotalEngeries Uganda Ltd (TEPU) was unveiled today in Kololo.
According to Mr. Philippe GROUEIX, the General Manager of TotalEnergies EP Uganda, the facility is designed as a comprehensive resource centre offering sector-specific information, bespoke business advisory services, training, and capacity building.
While headquartered in Kampala, the IEC will be supporting SMEs across Uganda, encouraging networking and collaboration among its members and with established sector operators.
“Contractor development initiatives are key to resolving challenges that prevent maximum participation of Ugandan suppliers in the Oil and Gas industry supply chain. Some of these challenges include, knowledge of the sector, HSE practices, certification requirements, technical competencies, and financial modelling. We believe contractor development support through the IEC is crucial in mitigating these challenges hence boosting local businesses to successfully participate in the sector,” said the GM.
“The launch of the IEC represents our commitment towards promoting national content and shared value for the sustainable development of Uganda’s oil and gas sector and the country at large.”
While officially unveiling the facility, Minister Nankabirwa expressed pleasure that up to 900 companies are expected to be supported by the centre.
“They will be working in partnership with our agencies including the Petroleum Authority of Uganda and the Ministry, we are even on their governing board,” she said.
Nankabirwa also lauded the initiative for its potential to significantly enhance local business capabilities, thereby contributing to sustainable economic growth and positioning Ugandan companies as pivotal contributors to national development.
This initiative follows the findings of an Industrial Baseline Survey conducted in 2013 by TEPU and its Joint Venture partners, highlighting the necessity for national content promotion and SME capacity building.

On his part, Ernst Rubondo, the ED Petroleum Authority of Uganda described the IEC as a strategic initiative through which capacity building together with the transfer of knowledge and technology to Ugandan companies will take place.
“The IEC will also publicize and disseminate oil and gas sector related information on opportunities and standards, and provide business advisory, and consultancy services to Ugandan SMEs," Rubondo said
A 3-year contract, valued at USD 2.3 Million, has been awarded to a Joint Venture between Zoramu Consulting Group, a Ugandan firm, and Invest in Africa. This partnership brings together extensive experience and expertise in enhancing SME capacities in similar industries.
Mr. Jimmy Mugerwa, the Project Director, emphasized the IEC’s crucial role in enabling Ugandan companies to tap into the vast opportunities within the Oil and Gas sector, addressing previous capacity limitations and fostering meaningful participation and growth.
