With up to 35 sub-counties and 5 counties, Ntungamo remains one of the largest districts in the county.
The government has been asked to curve Ntungamo district into smaller district to extend services closer to the people.

Hon Naome Kabasharira, the Rushenyi County MP this week complained to the central government about the poor road network which she blamed on the vastness of the district, and limited road maintenance funds coming from the government.
Speaking at a belated Women’s Day celebration held in her constituency, Kabasharira said if each of the 5 counties in Ntungamo was turned into a district and had its own road budget and equipment, the network would be much better.
“We should also be like Sheema or Kitagwendwa which had their counties split into districts. That would be that we would get own own road equipment and budgets,” she said.
“I don't support over-splitting the country in small units but we need better services, we want our roads worked on but we don't have services because the district is too big.”
The Ugandan government recently suspended the creation of new districts indefinitely citing budget shortfalls.
Local Government Minister Raphael Magyezi announced the decision, citing the financial burden placed on existing districts.
Magyezi stated that resources are currently being directed towards properly funding recently established districts. The government is prioritizing financial stability before considering further administrative expansion.
