"In a decisive response to the findings of the Inspector General of Government (IGG) report concerning the Kiteezi Landfill disaster, the President has exercised his constitutional authority under Article 172 (1) (a) of the 1995 Constitution to dismiss several key officials of the Kampala Capital City Authority (KCCA) in the public interest due to significant evidence of criminal negligence," reads a statement released by the Presidency on Tuesday, September 24.
The dismissal also affected Engineer Luyimbazi, Deputy Executive Director, and Dr. Okello, Director of Public Health. The IGG's report highlighted severe negligence by these officials, prompting the President to direct the Criminal Investigations Department (CID) to further investigate the criminal negligence linked to the disaster.
To ensure a smooth leadership transition, the Public Service Commission has been instructed to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, aiming for appointments within three months. In the meantime, the Minister for Kampala will advise on interim appointments to maintain uninterrupted KCCA operations.
The President remains committed to upholding accountability and maintaining the highest standards of governance for the benefit of all citizens, the statement concluded.
