Government gives updates on Lubowa Hospital progress

The Ugandan government has provided an update on the construction of the International Specialised Hospital in Lubowa, following recent concerns about the project's progress.

Emmanuel Ainebyoona, the Ministry of Health's spokesperson, shared recent photographs of the construction site, revealing that the building has reached the fifth floor.

He said the development has advanced beyond the images shared, countering claims that only site offices have been erected.

The images show the multi-story building construction ongoing, with numerous workers present. 

The building's structure is visible, currently on the 5th floor, showing levels of concrete slabs and columns. Extensive formwork and scaffolding are in place, supporting the newly poured concrete. 

The hospital is being developed by Finasi, an Italian firm, in partnership with Uganda's ROKO Construction

Financial Commitments

Concerns have emerged over the years about the lack of transparency on the hospital project, which the government has invested hundreds of billions of shillings in.

The government has allocated UGX 465 billion for the 2025/26 financial year to support the hospital's construction. 

This brings the total investment to approximately UGX 1.39 trillion. 

Oversight and Transparency Concerns

The project has been the subject of parliamentary scrutiny, with opposition MPs raising questions about financial accountability. 

Concerns have been raised over substantial payments made for uncertified work and restricted access to the construction site. 

In response, the Ministry of Health has appointed Eng. Badru Kiggundu, former chairperson of the Electoral Commission, to oversee the project's completion. 

The International Specialised Hospital in Lubowa is expected to provide specialised healthcare services, including cancer treatment and organ transplants, to Ugandans and patients from the wider East African region.
