Kagina led the Authority for nine years following her tenure as Commissioner General of the Uganda Revenue Authority.

The Ministry of Works and Transport previously indicated that once President Yoweri Museveni approved the Uganda National Roads Authority (Repeal) Bill, 2024, the ministry would assume control of UNRA’s services and responsibilities.

This month, President Museveni enacted the bill, along with the Uganda Road Fund (Amendment) Bill, 2024.The newly enacted law dissolves UNRA and the Uganda Road Fund, both of which have been operational since 2006.

This legislative change aims to eliminate redundancy, reduce government expenditure, and enhance service delivery.
