Gov’t told to end negotiations with World Bank

The World Bank announced at the start of August 2023 that it would not extend any more loans to the East African nation because of its new Antihomosexuality law.

The Bank to this day, continues to face backlash from around the world for overstepping non-interventionist principles and choosing to meddle in the socio-political affairs of an independent country.

Questions have also been raised by academics and other stakeholders on why Uganda was singled out for punishment when several other countries have similar anti-gay laws.

Addressing the press at Parliament on Monday, some MPs said Uganda should not pursue any further negotiations with the World Bank.

Bufumbira East MP Hon James Nsaba Buturo said such talks would “ensure Western power dominance over Uganda and Africa.”

“Despite Uganda receiving loans from World Bank for the last 61 years, there isn’t much to show for those loans,” he said.

“The loans have instead hampered the socio-economic growth of Uganda”

President Museveni in his statement following the World Bank pronouncement to halt funding Uganda projects, had said Uganda had embarked on negotiations with the Bank.

Prime Minister Robinah Nabbanja as well as Junior Finance Minister Henry Musasazi, also revealed that talks were underway with World Bank officials to convince them to alter their decision.

The World Bank in its statement noted that despite its decision, it remained “committed to helping all Ugandans — without exception — escape poverty, access vital services, and improve their lives.”

Meanwhile, Hon Asuman Basalirwa who introduced the bill that was signed into law, accused the World Bank of suspending funding to Uganda without fully understanding the provisions in the law.

He noted that contrary to public sentiments, no Ugandan will be arrested for not reporting acts of homosexuality unless those acts are committed against vulnerable groups like children.
