Karamoja Affairs Minister to appear before Court over iron sheets theft charges

The Karamoja subregion's vulnerable inhabitants were intended to benefit from the iron sheets.

Chief Magistrate Joan Aciro has authorised the committal papers that will take Kitutu, her brother Michael Naboya, and her personal secretary Joshua Abaho to the division's High Court to await trial at the opportune session.

According to evidence in the committal papers, a supplemental budget of sh39.9 billion was approved in 2021 to support peace-building efforts and the process of disarmament, including purchasing goats and iron sheets for reformed youths and other vulnerable groups in Karamoja.

Specifically, on June 8, 2022, Minister Kitutu's secretary, Joshua Abaho, sent a memo to the undersecretary in the Office of the Prime Minister (OPM) requesting the release of 10,000 iron sheets to be used at the official distribution launch in Moroto by the President; however, only 1000 pieces were taken to Moroto, leaving a balance of 9,001 iron sheets.

The remaining iron sheets were given out to unintended recipients, such as MPs, ministers, and their families, by Kitutu and Abaho.

Additionally, according to the prosecution, in February 2023, OPM was informed of government iron sheets being sold on the open market in the Namisindwa area, which prompted the state to start an inquiry.

According to the findings, hundreds of iron sheets were distributed to unanticipated recipients, and many of them were recovered from Minister Kitutu's mother's house. The remaining iron sheets were obtained via her nephew's hardware store and her brother Naboya.

The minister's letter of appointment from July 8, 2021, as well as requisitions and send-delivery notes, are among the documents and exhibits listed in the indictment that will be used by the prosecution.
