Deputy speaker Among wants government to give Mutebile's family the governor’s official residence

The Deputy Speaker of the eleventh parliament, Hon. Anita Among, has requested the government to give the official residence of the Bank of Uganda governor to the family of the deceased and now former Governor, Prof. Emmanuel Tumusiime-Mutebile.

She was speaking at a vigil held for the deceased yesterday evening at the Bank of Uganda’s residence in the leafy suburb in Kololo, Kampala.

This request by the deputy speaker was expressed by her as tribute to the late Mutebile, who she describes as honorable and the personification of integrity.

I asked Hon. Thomas Tayebwa (government chief whip) to make sure that the official residence is given to the family in honour of his (Mutebile) integrity,” Among said.

Among said the late Mutebile played a personal role in her career, adding that he galvanised her success by serving as a driving force in her career.

Mutebile, she says, was integral to her strong work ethic, especially when she started out as an intern at Centenary Bank.

As a young intern at Centenary Bank Gulu branch, Professor Mutebile who had visited the bank recommended me for promotion after watching me go about my work. On his advice, I was promoted to the level of a supervisor and he became my inspiration in the banking sector,” Among said.

She said Mutebile exemplified and typified what we have come to know as a man of integrity, honesty and humility.

Among said that, without a doubt, Mutebile served his country to an exemplary level and she hoped his high sense of purpose could trickle down to leaders at different levels so that others could be like him.

Today, a special sitting will be held in parliament to pay homage to the late Mutebile for his service to the country.

Emmanuel Tumusiime-Mutebile attended Kigezi College Butobere for his O-Level studies. He then attended Makerere College School in Kampala for his A-Level studies.

In 1970, he attended Makerere University, where he was elected guild president.

He was forced to flee Uganda in 1972 after he gave a speech publicly criticizing the expulsion of Asians from the country by Idi Amin

Travelling to England through Tanzania, he completed his studies at Durham University, graduating with an upper-second in Economics and Politics.

In October 1974, he began his post-graduate studies at Balliol College, Oxford. After completing that course, he enrolled at the University of Dar es Salaam to lecture and conduct research while pursuing his doctorate in economics.

In 2009, Nkumba University a Ugandan university based in Entebbe, awarded him an honorary Doctor of Philosophy degree in recognition of his "great contribution towards the development of Uganda's financial sector".

Between the years 1979 and 1984, Tumusiime-Mutebile was appointed to several government positions in Uganda ranging from deputy principal secretary to the president at State House in 1979, to undersecretary in the ministry of planning in 1981 where he rose to senior economist and then chief economist in 1984.

In 1992, he was appointed permanent secretary to the newly combined ministry of finance planning & economic development, a merger that he had advocated while working under Minister of Finance,

He is the longest serving chief executive in the Bank of Uganda's history. He is credited with many of the sound economic policies adopted by the Uganda government at the urging of the central bank during the 1990s and the first decade of the 2000s.
