“This is to inform you that Wakiso Town Council is going to kill dogs and cats loitering in all its wards (STRAY PETS) on the night of Thursday 1/12/2022. You are requested to tie up or lock up your animals up to 2/12/2022 at 4:00 PM,” the notice read.

In a statement dated 28 November 2022, Wakiso Town Council says stray dogs and cats loitering in the town will be killed on 1 December.

The statement was signed and stamped by the Wakiso Town Council principal township officer, Livigstone Kasibante.
The statement has since gone viral on social media and caused alarm.
According to the Animals (prevention of cruelty) Act, section 2 in the 1995 Constitution of Uganda, “any person who kills any animal in an unnecessarily cruel manner or cruelly beats, kicks, ill-treats, overrides, overdrives, overloads, tortures or infuriates any animal, commits an offence of cruelty within the meaning of this Act and is liable on convict.”
Efforts to reach any official at Wakiso Town Council were not successful as their known numbers were not on by press time.
Several urban areas in Uganda are homes to stray cats, dogs and other animals. These have time and gain been knocked by cars, beaten and killed by residents.
There seems to be almost no effort by the leaders in different urban areas to solve the challenge of stray dogs and cats.
