The rank of Assistant Commissioner General is an entirely new rank in the Uganda Prisons Service hierarchy.
Prisons promotes 71 new officers
President Yoweri Museveni has promoted 71 Uganda Prisons Service officers to higher ranks within the rank and file of the prison forces. Of those newly promoted, six are designated with the rank of Assistant Commissioner General of Prison.

Dr. Johnson Byabashaija, the Commissioner-General of Prisons, said, “His Excellency the President of the Republic of Uganda, Gen. Museveni, under Article 172 of the Constitution of the Republic of Uganda, and on advice from the Prisons Authority, Sections 10(c) and 20(1) of the Prisons Act, 2006, has re-designated six (6) Directors of Prisons to the rank of Assistant Commissioner General of Prisons and promoted a total of 65 (Sixty-Five) Senior Prisons Officers to various ranks.”
Those re-designated to rank of Assistant Commissioner General of Prisons include Moses Katungye Bwijuka, David Nsalasata Sekabembe, Samuel Akena, Eli Muhumuza, Moses Kakungulu Wagabaza and David Ahimbisibwe Asiimwe.
Those appointed to the rank of Commissioner of Prisons include Stephen Lugonda, Amos Turyashaba, Francis Henry Tugume, Apollo Baker Asinjah, James Emotu and Moses Byenjura Kamugisha.
James Cockers Okiror and Rebecca Agnes Gabu were promoted to the rank of Assistant Commissioners of Prisons, while Bryan Corr Mbaziira and Hannington Nsubuga were appointed on accelerated promotion to the rank of Senior Superintendent of Prisons.
12 other staff were promoted to the rank of Senior Superintendents of Prisons, 38 to Superintendents of Prisons and Five to the rank of Assistant Superintendent of Prisons.
Byabashaija said that all promotions are effective January 19, 2022.
On January 7th this year, Byabashaija made 43 new appointments in the Uganda Prisons Service.
John Bosco Tumwebaze, previously in charge of health services at Prisons headquarters, was promoted to the role of acting director for administration. He took over from Moses Bwijuka Katungye who retired from active service. Raphael Olinga was made in-charge of health services.
In other appointments, Assistant Commissioner of Prisons, Moses Ssentalo, previously in charge of the Upper Prison, was promoted to the role of acting Commissioner of Prisoners in charge of Inspectorate and Quality Assurance at the Uganda Prisons headquarters.
The Senior Superintendent of Prisons, Ronald Kalali, previously in charge of the Uganda Prisons farm in Adjumani, was made Regional Prisons Commander East. He took over from Assistant Commissioner of Prisons, James Aissu. Aissu has taken leave time which had accumulated.
Again, the Superintendent of Prisons Bryan Corr Mbaziira, previously the in-charge of Bushenyi Prison, was made in-charge of the Upper Prison. He replaced by Superintendent of Prisons, Henry Kidega, who was previously in charge of the Ssaza prison.
“All officers from courses as well as caretakers who are not mentioned in these orders proceed in their various stations in respective capacities. All leave must be strictly taken outside the institutions. The director of administration should facilitate these movements,” Byabashaija said at the time.
Byabashaija added that he hoped his legacy at Uganda Prisons Services would inspire those who come after him to work even harder in making the institution reach its full potential.
After 14 years in charge, Byabashaija said he hoped for a transition to the next generation in which the ethics and principles he has served by will continue to inculcate discipline and a sense of service in Uganda Prisons.
“I would not wish to see the Uganda Prisons take that direction. I have commissioners, directors who can ably take over from me. Let me emphasize it so that they can take over from me properly."
