The two NRM councillors are Kenneth Mugabi, 44, (Kagote Ward) who has kidney complications and needs Shs 200 million for a kidney transplant in India, and Bernard Ategeka (Kijanju Ward) in Central Division who needs Shs65 million for a hip replacement at Kumi Orthopedic hospital.

In a letter dated October 19, written by Kenneth Kaliba, the Fort Portal Central Division NRM chief whip, the councillors want Kyagulanyi to hold a charity concert in Fort Portal to raise the money.
Kaliba says approaches for same were made to NRM secretariat, but their pleas fell on deaf ears and so they have approached NUP. Kaliba said they have already sent the letter to Kyagulanyi via WhatsApp and were to officially deliver the hard copy to the NUP headquarters in Kampala.
However, John Kusemererwa the NRM chairperson Kabarole district, says his office never received such a letter. He adds that he is disappointed that NRM cadres have written to Kyagulanyi instead of approaching his office.
Kusemererwa, in a seeming about face regarding his knowledge of the letter he says he did not know existed, says that on October 12 his office had written to the NRM secretariat requesting assistance for Mugabi and is still waiting for a response.
This odd request occurs in the context of NRM cadres like singer Catherine Kusasira and Jennifer Namutebi Nakangubi, popularly known as Full Figure, hurling opprobrium at the NRM for allegedly using them and abandoning them in times of financial need.
