According to the parliamentary website, the Speaker of Parliament, Anita Among, yesterday (Thursday, 16 March 2023) during plenary also confirmed the President will address Parliament.
Museveni to address Parliament today
President Museveni is set to address Parliament today. This was earlier revealed by the presidential press secretary, Sandor Walusimbi, in a statement.

“He [President] will address the House on matters of national importance concerning the country and I urge you [MPs] to be in the House to hear what the President will say on what we can do to change our economy and society,” Among told the legislators.
Museveni’s address comes at the backdrop of two major scandals that have hit the country. These include: The misuse of iron sheets and other relief items meant for Karamoja sub-region and the National Social Security Fund (NSSF) scandal that involved the non-renewal of the contract for Richard Byarugaba, the former managing director NSSF.
Over seven ministers including other Government officials such as the Speaker of Parliament and Prime Minister were found to have received iron sheets that were part of the relief items meant for Karamoja
About the NSSF scandal, the presidential address comes at a time Parliament is done with its report on the workers’ savings entity.
Some of the recommendations in the report include firing of the gender minister Betty Amongi and the entire board and management of the entity.
The President is also expected to address the human rights issue given that the National Unity platform (NUP) which is the largest opposition party in Parliament has been complaining of missing supporters.
It is not yet clear what the President will talk about, but the issues mentioned above come as some of the first he is likely to tackle while addressing legislators today.
