Applicants appear multiple times on list for KCCA executive director role

The positions of Executive Director and Deputy at Kampala Capital City Authority (KCCA) have attracted a significant number of applicants, including several high-profile figures previously believed to have retired from public service.

However, the biggest surprise for many netizens was discovering that some individuals appear multiple times on the shortlist circulating online. Notably, Naboth Ainebyona's name appears four times on the list of candidates for the Executive Director role, while Patrick Muhumuza Bagada's name features twice. Ainebyona has also applied for other roles, including that of Deputy Director.

Meanwhile, among the prominent figures vying for the Executive Director position are former National Social Security Fund (NSSF) Managing Director Richard Byarugaba and ex-Vision Group Managing Director Robert Kabushenga.

These candidates join a large pool of other men and women who have expressed interest in the job, which became available after the dismissal and subsequent arrest of Dorothy Kisaka, following an investigation into her leadership.

The Vacancy

The KCCA ED position was advertised by the Ministry of Public service following the termination of Dorothy Kisaka amid allegations of negligence, particularly after a tragic garbage collapse at Kiteezi landfill in August 2024, which claimed 35 lives.

This incident triggered an Ombudsman investigation, leading to the dismissal of Kisaka, her deputy David Luyimbazi, and the Public Health Director, Dr. Daniel Okello. Kisaka was later arrested, facing charges related to mismanagement​

Byarugaba’s Fall at NSSF

Richard Byarugaba, who served as the Managing Director of NSSF for over a decade, lost his job in late 2022 after his reappointment was blocked by Minister Betty Amongi. Despite backing from the NSSF board and President Museveni, Amongi halted the reappointment, citing allegations of financial mismanagement and corruption.

Although Byarugaba fought these claims and was cleared of financial impropriety by an Inspector General’s report, the minister's decision stood. Byarugaba’s appeal to the courts to reclaim his role was ultimately dismissed in 2024​

Kabushenga’s Departure from Vision Group

Robert Kabushenga, a seasoned corporate executive, led Vision Group, Uganda’s leading multimedia company, for 14 years before stepping down in January 2021.

His resignation came amid speculation about growing internal pressures and leadership changes within the company. Kabushenga has remained active in various sectors, including public speaking and agriculture, and now aims to take on the challenging role at KCCA​
