The man Sipapa robbed is a senior government official in South Sudan

The South Sudanese national whom socialite Charles Olim, aka Sipapa robbed, is the managing director of the South Sudan National Pension Fund (SSNPF), The Observer reported on Wednesday.

Sipapa, who has been slapped with aggravated robbery charges, is said to have descended on the home of Jacob Arok, along with his accomplices who include his baby mama Shamirah Lukia Nakiyemba and made away with cash to a tune of $429,000 (about Shs1.7 billion) and some other items including phones, laptops, and jewelry.

Arok's home is in Bunga, a Kampala suburb and the robbery occurred on the night of August 28.

The Observer, quoting the Kampala Metropolitan police deputy spokesperson Luke Owoyesigyire, said that Arok, who is also a very successful businessman in South Sudan, had sold property and he was in Kampala to connect to the UK.

Arok furnished the police with receipts of sale.

Meanwhile, aside from his government job, which he scored in July of 2021 – Jacob Arok is the chief executive of Baping Insurance Company, one of the biggest insurance companies in the country, and he also runs Baping Company Limited, which licenses vehicle number plates.

Arok is also the owner 11 Top FM II, a top radio station in Juba.

Sipapa, who is currently on remand in Luzira prison, has been accused by a number of people of being a criminal, and Lt Gen (rtd) Proscovia Nalweyiso is among those that have long wanted him arrested.

Nalweyiso, who retired from the army in August, said recently that she had been tracking Sipapa for a while and she was among people who ordered for withdrawal of soldiers that were guarding him.

"I have been fighting Sipapa for a long time. I'm among those who ordered the withdrawal of soldiers from him. Because I don't think they are falsely accusing him of theft... I have been investigating him a lot. Even UPDF and police officers know,” she said.

"He is among gang leaders that attack people's homes in groups of like 30 and steal laptops, phones, a lot of things. And money. And sometimes, cars.”

The senior presidential advisor on defence and security said that she has for a long time told police to arrest Sipapa, who has a huge criminal record even involving armed attacks, but she suspects they didn’t take action because of his association with top government officials.

"I have been pushing the police [to arrest him],” she said. Sipapa has been to the State House and photographed standing next to President Yoweri Museveni.

Meanwhile, Sipapa and his baby mama were denied bail and remanded to Luzira until October 10th as investigations continue.
