<h1>The refusal by Ralph Northam, the Democratic governor of Virginia, to resign after the revelation of a racist photograph is threatening his party’s political fortunes in Virginia, where Democrats are on the brink of consolidating power after a decadelong rise in the once-conservative state.</h1>

With Northam’s turmoil erupting during a legislative session in an election year, Democrats and Republicans said Sunday that his fragile hold on power risked his party’s policy ambitions and its aspirations for this fall, when control of both the state’s legislative chambers is expected to be bitterly contested.

“You can’t govern without a mandate, and all you’re going to do is make things worse for the state,” said Rep. A. Donald McEachin, a Democrat who served alongside Northam in the Virginia Senate.

Northam met with some of his staff members Sunday night, prompting speculation that he might announce his resignation during the Super Bowl. Both chambers of the Legislature are scheduled to meet Monday morning for sessions that could bring fresh condemnations of the governor. As of Sunday evening, Lt. Gov. Justin Fairfax, who would succeed Northam if he resigned, had not been notified that the governor was stepping down.

Northam’s troubles began Friday with the surfacing of a photograph on his medical school yearbook page, which showed a person in blackface posing with another in a Ku Klux Klan robe. The governor at first acknowledged that he was one of the figures in the image, and then denied it Saturday, all while drawing widespread calls for his resignation.

Two years ago, Democrats picked up 15 seats in the House of Delegates, where they had been locked out of the majority for more than two decades. They are now two seats away from control in both chambers. The biggest prize in controlling the statehouse would be the power, under current law, to draw congressional and legislative districts after the 2020 census.

Even to his Democratic allies, Northam now seems hobbled.

“You’ve got to work as one unit to move your commonwealth forward, and he’s just not going to have that ability to do it,” Terry McAuliffe, a Democrat who preceded Northam as governor, said on CNN’s “State of the Union.”

With Northam’s turmoil erupting during a legislative session in an election year, Democrats and Republicans said Sunday that his fragile hold on power risked his party’s policy ambitions and its aspirations for this fall, when control of both the state’s legislative chambers is expected to be bitterly and closely contested.

Northam’s troubles began Friday with the surfacing of a photograph on his medical school yearbook page, which showed a person in blackface posing with another in a Ku Klux Klan robe. The governor at first acknowledged that he was one of the figures in the image, and then denied it Saturday, all while drawing widespread calls for his resignation. Until this episode, Democrats appeared to be on a steady roll in Virginia, a state that had increasingly become a source of strength for the party in major elections.

Since 2008, when Barack Obama became the first Democratic presidential candidate in more than four decades to carry the state, Virginia has shifted steadily leftward. For the last decade, both of the state’s senators in Washington have been Democrats. And more recently, the party has gained greater sway at the Capitol in Richmond.

More power in the Legislature has already translated into significant policy wins for Democrats. Since Northam was elected in 2017, the party has achieved long-prized goals, like the expansion of Medicaid, and seized new credit for the state’s economic growth.

And this week is arguably among the most crucial of the year’s 46-day legislative session, with an important deadline for bills to advance. The speaker of the House of Delegates, Kirk Cox, and other Republican legislators warned that Northam’s “ability to lead and govern is permanently impaired.”

Northam’s difficulties can be traced, in part, to his shifting accounts over the photograph, published in a 1984 yearbook for the Eastern Virginia Medical School, which said Sunday that it would investigate how such “unacceptable photos” came to be published.

First, Northam apologized Friday night “for the decision I made to appear as I did in this photo.” Then, on Saturday, he declared with certainty that neither person in the photograph was him. But he also acknowledged a separate episode in which he darkened his face with shoe polish for a Michael Jackson costume at a dance contest in 1984.

Northam maintained over the weekend that, for the time being, he commanded enough influence to govern the state of about 8.5 million people.

“I plan to continue to lead,” he said. “If we get to the point where we feel that we’re not effective, that we’re not efficient, not only for our caucuses, but the Commonwealth of Virginia, then we will revisit this and make decisions.”

On Sunday, one of Northam’s few remaining public allies, former Rep. Jim Moran, said he saw a “rush to judgment” at work against the 59-year-old governor.

“I think there is an issue of redemption,” Moran, who represented Northern Virginia in Congress for 24 years, said on ABC’s “This Week.”

But Northam is still in an uncomfortable spot, the third Southern governor in the last decade to try to hold onto his job despite a serious personal scandal. That approach, on display in South Carolina in 2009 and in Alabama beginning in 2016, has had mixed results: One governor eventually resigned, and the other was elected to Congress.

Northam retreated Sunday to his native Eastern Shore, where he worshipped at the church he has long attended, First Baptist Church Capeville.

The Rev. Kelvin F. Jones, who said he had told the governor Saturday that he needed “to be in a place where you get loved on,” summoned Northam and his wife to the front of the sanctuary. Dozens of parishioners surrounded the couple, who bowed their heads, their faces stoic, and swayed to background music.

“We circle and pray for them,” said the pastor, who opened the service with the biblical account of Jesus Christ and the question of who should be the first to cast a stone.

Before and after Northam’s visit to the church, doubts over his political fate swirled on the airwaves and throughout Virginia.

“At this stage, I just don’t see how he can be effective,” said Mark Keam, a Democratic member of the House of Delegates from Fairfax County, near Washington.

A spokeswoman for House Democrats, Kathryn Gilley, said members were continuing to demand Northam’s immediate resignation.

“What is most important right now is completing the business of the 2019 General Assembly session,” she said.

McAuliffe, under whom Northam was lieutenant governor, predicted that his successor would “do the right thing” and resign “relatively soon.”

If he does not, the governor will leave lawmakers and other state leaders with an unsettling dilemma, and scholars and Virginia officials have been studying the state constitution and its provisions to oust a sitting governor.

Virginia’s Constitution allows the impeachments of governors for “offending against the Commonwealth by malfeasance in office, corruption, neglect of duty or other high crime or misdemeanor.”

The constitution also has a second, equally disruptive mechanism that is similar to the U.S. Constitution’s 25th Amendment and allows a governor to be removed if he is “unable to discharge the powers and duties of his office.” A governor may contest such a move and seek reinstatement.

McAuliffe said Sunday that he did not anticipate any proceedings like impeachment, even as Northam seemed to make no move toward an exit.

“I know Ralph very well,” he said. “It will not come to that. And if Ralph is watching this today, I know how much he loves this Commonwealth of Virginia, and you’ve got to make the right decision. You’ve got to make the right moral decision.”

Keam, the state legislator from Fairfax County, suggested that the governor should not conflate redemption with sustained service. Northam, Keam said, had a duty to remove “the dark cloud” over the state government.

“Everybody deserves forgiveness,” he said. “But nobody deserves to be governor.”
